Lawmakers in the House of Representatives have expressed broad support for boosting the Department of Human Settlements and Urban Development’s (DHSUD) proposed P5.5-billion budget for 2026, citing the urgency of addressing the country’s housing backlog.
During budget deliberations on Monday, DHSUD officials presented updated targets, including the Zero Backlog Program and efforts to accelerate housing delivery through streamlining and digitalization. The Appropriations Committee later terminated discussions after more than three hours, with legislators signaling agreement that the budget should be expanded.
Several lawmakers noted that housing construction stimulates over 50 allied industries, making it a sound economic driver. Others framed it as a matter of dignity and social justice, emphasizing that the poor and disaster-affected communities deserve better access to affordable homes.
Suggestions raised during the session included reviewing possible realignments from infrastructure budgets, developing programs for government and private sector workers, and strengthening initiatives under the Expanded Pambansang Pabahay para sa Pilipino (4PH) Program.
Committee members across party lines including Reps. Albee Benitez, Rufus Rodriguez, Chel Diokno, and Maria Victoria Co-Pilar voiced support for a larger DHSUD allocation, while other legislators highlighted the importance of disaster-resilient shelters and socialized housing.
Housing officials thanked Congress for its backing and reiterated their commitment to deliver safe, decent, and affordable homes to Filipino families.
