DOTr Chief pushes for airport taxi reform, cites passenger abuse

Transportation Secretary Vince Dizon has called for the removal of "special accredited taxis" operating at the Ninoy Aquino International Airport (NAIA), citing their role in passenger overcharging and alleged extortion involving airport personnel.

The move follows the recent dismissal of five airport police officers after a taxi driver revealed a supposed revenue-sharing arrangement where drivers were required to surrender 40 percent of their income in exchange for access to passengers. To offset the loss, drivers resorted to charging excessive fares—one such case involved a P1,260 ride for an inter-terminal transfer.

Dizon proposed adopting a simplified, standardized system where all regular taxis could serve airport passengers with uniform fares and proper queueing systems, mirroring international practices. “This is how it works in other countries. We need one metering system and a fair queue,” he said.

The Land Transportation Office (LTO) has already flagged a taxi whose driver reportedly charged P5,000 for a short ride between NAIA terminals. The LTO has ordered the driver to surrender his license and appear at a hearing later this month.

Meanwhile, New NAIA Infra Corp. (NNIC), the airport’s private operator, confirmed the vehicle involved was unauthorized. It is reviewing surveillance footage and has vowed to strengthen transport monitoring and enforcement mechanisms. NNIC also reminded travelers that free shuttle buses are available every 15 minutes to ferry passengers between terminals safely and at no cost.

Dizon said his proposal will be discussed with the Manila International Airport Authority, NNIC, and the Land Transportation Franchising and Regulatory Board as part of a broader effort to ensure passenger safety and eliminate opportunities for abuse at the country’s main international gateway.
