Senator Tulfo applauds MCWM's trailblazing waste solution

Embarking on a groundbreaking initiative on January 12, Senator Raffy Tulfo conducted an insightful exploration of Tarlac's cutting-edge engineered sanitary landfill. Operated by the Metro Clark Waste Management Corporation (MCWMC), this facility stands as a pioneering waste management system, making it the largest of its kind in the country.

Senator Tulfo, welcomed by MCWMC Founding Director Holger Holz, Chairman of the Board Rufo Colayco, and other board members, applauded the management's dedication during his visit.

The facility's impressive capacity to handle approximately 5,000 tons of garbage daily from Central Luzon and provinces like Pampanga, Zambales, and Bataan, totaling over 1,000,000 tons annually, was a focal point of Tulfo's commendation. Additionally, the MCWMC processes industrial wastes from Cavite and Batangas. Established in 2002 through a service contracting partnership with the Clark Development Corporation (CDC), the 100-hectare facility is envisioned to evolve into a waste-to-energy (WTE) facility while maintaining full compliance with RA 9003, the Solid Waste Management Act.

Engaging with executive members, Tulfo presented his Waste to Energy bill, receiving favorable support. Discussions also delved into the pivotal role of a WTE facility in prolonging the landfill's lifespan by approximately 30 years. MCWMC officials emphasized concerns about the necessity of expanding waste management facilities without such technology, potentially encroaching on valuable land designated for agricultural or commercial purposes.

Addressing concerns about insufficient feedstock for future WTE facilities, Colayco reassured that the volume of waste continues to rise with the growing population. Senator Tulfo emphasized that insights gained from the visit would play a crucial role in advocating for the swift passage of his WTE bill among fellow lawmakers.

As part of his ongoing commitment to understanding advanced waste management solutions, Tulfo and his legislative team are set to visit a WTE facility in Singapore next week. This expedition marks a significant step toward enhancing the discourse around innovative waste management practices in the Philippines.
