DOTr to receive record P196.6-billion budget in 2026 

The Department of Transportation (DOTr) is poised to receive its largest budget increase in history under the proposed 2026 National Expenditure Program (NEP), signaling the government’s strong commitment to enhancing the country’s transport infrastructure and mobility network.

Budget Secretary Amenah Pangandaman announced that the DOTr’s proposed budget for next year has more than doubled, from over P87 billion in the current General Appropriations Act to P196.62 billion in 2026. This represents an increase of nearly P110 billion, the largest percentage jump among all government agencies.

According to the emerging NEP document, the biggest portion of the increase will go to foreign-assisted flagship projects, including the North-South Commuter Railway system, Metro Manila Subway Project Phase I, the New Cebu International Container Port Project, and the New Dumaguete Airport Development Project.

The proposal also includes funding for new airports in Antique, Ormoc, Catbalogan, Kalibo, and New Naga, as well as increased support for the ongoing Bukidnon Airport project. These initiatives are expected to improve connectivity across the country, boost regional economic growth, and create thousands of jobs.

A Department of Budget and Management (DBM) official noted that some of DOTr’s funding in the 2025 budget was shifted to unprogrammed funds during Congressional hearings, prompting the agency to double its proposal for next year to ensure project continuity.

Pangandaman also confirmed that the government is reviewing the possibility of restoring free bus rides along the EDSA Carousel through state subsidies, subject to discussions with Transportation Secretary Vince Dizon and the country’s economic managers.

While the much-talked-about Love Bus project is not yet part of the 2026 NEP, Pangandaman assured that the DOTr has ample resources to potentially launch the initiative within the year.

With a historic budget allocation, the DOTr is set to fast-track major transport projects that will improve mobility, enhance connectivity, and contribute to the government’s long-term goal of building a modern and efficient transportation system.
