Local government units (LGUs) in the Cordillera Administrative Region took a major step toward climate-resilient development as the third phase of the Capacity Development Intervention on Climate and Disaster Risk Assessment (CDRA) and Comprehensive Land Use Plan (CLUP) formulation wrapped up in Baguio City.
Held from May 26 to 30, 2025, the workshop was part of the Regional Institutional Development Support (RIDS) Program and brought together planning teams from nine municipalities in Abra, Ifugao, and Mountain Province. The participating LGUs—Boliney, Bucloc, Dolores, Lacub, San Juan, Asipulo, Bontoc, Natonin, and Sabangan—underwent intensive training designed to translate completed CDRA outputs into risk-informed, inclusive land use plans.
Focused sessions tackled demography, social services, economic development, infrastructure, environment, and special planning areas. Facilitators emphasized applied learning to ensure that LGUs produce responsive CLUPs that address local vulnerabilities and development goals.
The Department of Human Settlements and Urban Development–Cordillera (DHSUD-CAR), in partnership with the Department of the Interior and Local Government–CAR and the University of the Cordilleras, spearheaded the training.
DHSUD-CAR Regional Director Araceli San Jose lauded the LGUs’ participation and urged them to apply the knowledge in shaping their communities’ futures. “Resources are channeled to each of you with the hope that these will bear fruit through responsive local development plans,” she said.
The initiative is aligned with national efforts to promote climate action, disaster risk reduction, and sustainable development. It also supports LGUs in meeting the criteria of the Department of the Interior and Local Government’s Seal of Good Local Governance (SGLG), a key measure of performance and accountability.
