President Ferdinand Marcos Jr. led a significant inspection on Monday in San Fernando City, Pampanga, where he assessed the progress of Crystal Peak Estates—the first multistory government housing project in the area. The inspection was conducted in the presence of Department of Human Settlements and Urban Development (DHSUD) Secretary Jose Rizalino Acuzar and Social Housing Finance Corporation (SHFC) President & CEO Federico Laxa. Joining the inspection were also Speaker Ferdinand Martin Romualdez, Senior Deputy Speaker Aurelio Gonzales Jr., Pampanga Vice Gov. Lilia Pineda, and San Fernando City Mayor Vilma Caluag.
Crystal Peak Estates is being developed by SHFC under the Pambansang Pabahay Para sa Pilipino Housing (4PH) Program, which is President Marcos Jr.'s flagship housing initiative. The program's primary goal is to eliminate the country's 6.5 million housing backlog by 2028 while generating approximately 1.7 million jobs annually. This strategic housing program is expected to drive economic activities across various industries, in line with the administration's 8-point socioeconomic agenda, particularly in job creation. As the main implementer of the 4PH, SHFC plays a crucial role in achieving these objectives.
President Marcos Jr. emphasized that the 4PH aims to build houses near essential facilities to enhance the quality of life for Filipinos. He highlighted the significance of the program as a priority of his administration, providing affordable and safe housing that ensures comfortable living for many Filipino families.
In response, Secretary Acuzar expressed gratitude to the President for his trust and support in this flagship housing initiative. He stressed that President Marcos Jr.'s confidence in the 4PH Program serves as an inspiration for the government to ensure every Filipino has access to affordable homes.
Mr. Laxa, the CEO of SHFC, reaffirmed the corporation's unwavering commitment to successfully implement the 4PH Program. He emphasized that the program will provide innovative solutions and collaborate with key stakeholders to tackle the nation's housing backlog, bringing quality, affordable, and inclusive housing to every Filipino family.
Strategically located in Barangay Del Carmen, Crystal Peak Estates covers nine hectares and consists of twenty-seven buildings. It is expected to benefit over 10,000 public and private sector employees, including overseas Filipino workers, local government personnel, and members of the Department of Education, the Philippine National Police, and the Armed Forces of the Philippines. With more than 10,000 units, the project will significantly address the substantial housing demand in San Fernando City and the Province of Pampanga.
The housing development will offer various unit sizes, ranging from 25 to 28 square meters, to cater to the diverse needs of future residents. Additionally, it will include amenities for social and physical wellness, such as clubhouses, basketball courts, and swimming pools. Moreover, shophouses and commercial areas will be integrated on the ground floors to provide livelihood opportunities for unit owners.
The inspection marks a major step forward for the 4PH Program and SHFC's role in the in-city vertical housing projects across the country, totaling around 60,000 units. Besides Crystal Peak Estates, two other 4PH projects by SHFC—Valley View Townships in Tagoloan, Misamis Oriental, and People's Ville Homeowners' Association, Inc. Phases 1-3 in Davao City—have also commenced construction. This groundbreaking effort brings the nation closer to achieving the goal of providing quality housing for all Filipinos.
