BCDA advances housing in New Clark City, Camp John Hay investments hit P1B

The Bases Conversion and Development Authority (BCDA) is set to develop a low-cost housing complex in New Clark City under a %u20B14.8-billion partnership with a consortium of private firms. Meanwhile, investments in Camp John Hay have surpassed %u20B11 billion just two months after its recovery.

Affordable Housing for New Clark City

BCDA is working with Sta. Clara International Corporation, Saekyung Realty Corporation, and Korea Overseas Infrastructure and Urban Development Corporation to build a 6.1-hectare housing project in New Clark City, incorporating the Pambansang Pabahay Para sa Pilipino (4PH) program.

The development will feature 12 high-density buildings, with a total of 3,320 units. Of these, 2,600 units will be available for the open market, while 720 units will be allocated under the government’s 4PH initiative.

BCDA President and CEO Joshua Bingcang emphasized the broader economic impact of the project. “Beyond addressing housing needs, this project, if realized, will generate jobs, attract investment, and drive economic growth in Central Luzon,” he said.

New Clark City, envisioned as a smart and disaster-resilient metropolis, will see its first phase of housing under a 2023 memorandum of understanding between BCDA and the Department of Human Settlements and Urban Development (DHSUD). The original plan includes 10,000 housing units within the city.

Camp John Hay Sees Rapid Investment Growth

Following the recovery of Camp John Hay in January 2025, BCDA has already secured %u20B11 billion in investments from 75 new residential and commercial lease agreements.

Among the major investors are Metro Pacific Investments Corporation’s Landco Pacific Corporation, Stern Real Estate Development Corporation, Amare La Cucina, Golfplus Management Inc., DuckWorld Philippines, and Top Taste Trading Inc.

“Numbers don’t lie. Breaching the billion-peso mark in just two months is proof that Camp John Hay is thriving as more and more investors see its potential to become the country’s next ecotourism and investment hub,” Bingcang said.

He assured that BCDA remains committed to preserving the site’s natural environment. “As we bring in economic opportunities that will benefit everyone, we want to assure the local community that we will protect and preserve the vast forested area and open spaces of Camp John Hay,” he added.

With growing investments and strategic development plans, BCDA is driving economic expansion while ensuring sustainable urban planning in two of the country’s key growth areas.
