The Bangko Sentral ng Pilipinas (BSP) is moving forward with its landmark relocation to New Clark City (NCC), as plans for a state-of-the-art facility continue to take shape ahead of its scheduled 2028 completion.
The central bank’s future hub—set within the sustainable, disaster-resilient metropolis north of Metro Manila—aims to strengthen operational continuity, support government decentralization goals, and serve as a strategic backup for BSP’s existing headquarters in the capital.
A major milestone was recently achieved with the completion of detailed architectural and engineering plans by AIDEA Inc., the project’s appointed consultant. This sets the stage for the next crucial phase: selecting the general contractor who will begin construction of the ambitious complex.
The design of the new BSP facility has already earned international recognition, winning an award in the Institutional Architecture category at the 2022 Architectural Masterprize. The accolade underscores the project’s vision for a modern, efficient, and forward-thinking banking institution.
The BSP’s move is part of a larger vision to future-proof national financial operations against disruptions, while contributing to the long-term development of Central Luzon. Its presence in NCC will also help alleviate congestion in Metro Manila and distribute economic opportunities more evenly across regions.
To support this transition, the government is ramping up connectivity projects. Transportation Secretary Vince Dizon reaffirmed that the northern segment of the North-South Commuter Railway (NSCR)—linking Metro Manila to Clark—is on track for completion within the current administration. Additionally, feasibility studies for a direct railway from Clark International Airport to the BSP complex are expected to wrap up by August 2025, with funding arrangements to follow.
In parallel, the Bases Conversion and Development Authority (BCDA) is taking steps to ensure that housing and community infrastructure keep pace with institutional development. BCDA President and CEO Joshua Bingcang recently confirmed the signing of a contract with a South Korean firm to build residential units near the BSP site, providing accommodation for central bank personnel and their families.
As the 2028 target nears, the BSP’s New Clark City facility symbolizes more than just a physical relocation—it marks a transformative shift toward a decentralized, resilient, and future-ready national government infrastructure.
