The Department of Transportation (DOTr) on Monday confirmed it has received the first bundled unsolicited proposal to modernize and expand three regional airports—Davao, Siargao, and Bicol.
The offer was submitted by a consortium led by JG Summit Holdings and the Filinvest Group.
Transportation Secretary Vince Dizon said the proposal aligns with President Ferdinand R. Marcos Jr.’s directive to improve connectivity across the country through upgraded airport infrastructure.
“Our airports are a priority, the President said,” Dizon noted. “We have received a proposal from the group led by the Gokongwei group, JG Summit, and the Filinvest Group. This is the first bundled airport unsolicited proposal that we have received since we took over the DOTr earlier this year.”
The proposal will be subject to evaluation and negotiations under Republic Act No. 11966, also known as the Public-Private Partnership (PPP) Code.
Dizon said the planned modernization of the three airports is expected to improve tourism access and attract more business investment in southern and southeastern regions of the Philippines.
He also emphasized the administration’s intent to address infrastructure needs beyond Metro Manila.
“The message of our President is that we are not just focused on Metro Manila; the government is also addressing the needs of other provinces in our country,” Dizon added.
No timeline for approval or further action has been announced, pending review of the technical and financial aspects of the proposal.
