The Japan International Cooperation Agency (JICA) has reaffirmed its commitment to supporting the Philippines in developing and maintaining high-quality road and bridge infrastructure, essential for driving the nation’s inclusive and sustainable growth. JICA Philippines chief representative, Takema Sakamoto, made the statement during the Philippines-Japan third workshop for technical and business cooperation on road construction and operation and maintenance (O&M) held on December 6.
Sakamoto emphasized the dual importance of new infrastructure development and the long-term sustainability of existing projects. He referred to the Philippines' ambitious "Build Better More" program, which includes 186 flagship projects worth over PHP 9 trillion. "While new infrastructure is crucial, ensuring the longevity of these projects is a top priority," he said, underscoring that effective O&M is vital for ensuring the safety, durability, and cost-effectiveness of roads and bridges.
JICA is actively involved in the co-financing of significant infrastructure projects in the country, including the Cebu-Mactan fourth bridge, Dalton Pass east alignment road, and the Davao City bypass road. These projects incorporate advanced Japanese technology, such as long-span bridges and major bridge rehabilitations. In addition to providing financial support through low-interest loans, JICA offers "soft" assistance in the form of technical expertise and capacity building for local agencies, such as the Department of Public Works and Highways (DPWH).
Sakamoto also highlighted the pivotal role of public-private partnerships (PPPs) in ensuring the quality and longevity of infrastructure. He urged the government to create an environment that fosters private sector participation by ensuring transparent processes, timely permits, and adequate project funding. For private contractors, he called for the introduction of innovative technologies and solutions to improve the operation and maintenance of infrastructure, such as predictive maintenance tools and durable materials.
"JICA remains dedicated to bridging the gap between the public and private sectors to help the Philippines build resilient and efficient infrastructure," Sakamoto concluded, reinforcing JICA’s ongoing commitment to the nation’s development through both traditional and innovative financing mechanisms.
