Cavite, a province in the Philippines, is poised to undergo a remarkable transformation with the injection of over P2 trillion worth of public-private partnership (PPP) projects within the next decade. Governor Jonvic Remulla estimates that these projects will shape the province's infrastructure development and expand its funding sources significantly.
The impressive PPP project pipeline includes the ambitious $11 billion Sangley Point International Airport (SPIA), the P72 billion Cavite-Batangas Expressway (CBEX) and Nasugbu-Bauan Expressway (NBEX), the Cavite Bus Rapid Transit, and the establishment of a comprehensive Cavite-wide bulk water supply.
Governor Remulla envisions that the successful implementation of these local PPPs will position Cavite as one of the most attractive provinces for investments in the country. He underscores the need for the PPP scheme to bridge the annual deficit in public funds and fuel the province's growth.
Cavite's flagship project, the Sangley Point International Airport, involves an $11 billion investment and is a joint venture between the local SPIA Consortium and international experts. The consortium consists of House of Investments Inc., Cavitex Holdings Inc., and MacroAsia Corp. on the local side. They are supported by the global expertise and resources of Samsung C&T Corp. from South Korea, Munich Airport International from Germany, and Arup Group from London.
The airport is envisioned to be a major gateway, with a capacity to serve up to 75 million passengers annually. Governor Remulla reveals that the next phase of the project will proceed once the privatization of the Ninoy Aquino International Airport (NAIA) is finalized in 2024. The plan is to align the operations of SPIA with NAIA, providing alternative runways to accommodate landings, parking, and takeoffs. Even with improvements to NAIA, a backup airport is deemed necessary to alleviate overcrowding, a pressing concern that Cavite aims to address.
Furthermore, Cavite is on the verge of a major infrastructure boost as it engages with Metro Pacific Tollways Corp. and San Miguel Corp. to pave the way for the Cavite-Batangas Expressway (CBEX) and Nasugbu-Bauan Expressway (NBEX). These expressways, with an approximate length of 88 kilometers, will serve as vital transportation links between Cavite and Batangas.
The PPP projects represent a pivotal moment in Cavite's history, promising not only enhanced infrastructure but also a strengthened economic foundation. As these projects gain momentum, the province is well on its way to becoming a hub of development and opportunity in the Philippines.
