NEDA: Gov't to enhance infrastructure and human development

The Philippine government is prioritizing the enhancement of critical infrastructure, promoting human and social development, and strengthening community resilience to achieve the nation’s long-term vision of a comfortable, secure life for all Filipinos. This was emphasized by National Economic and Development Authority (NEDA) Secretary Arsenio Balisacan during his speech at the 60th World Planning Congress (WPC) on September 10, held in New Clark City, Tarlac.

Balisacan stressed that the country stands at a pivotal moment in its economic development, with a clear opportunity to build on recent gains while fostering sustained and inclusive growth toward the national vision, known as AmBisyon Natin 2040. “The Philippines stands at a critical juncture, with the opportunity to protect the gains made and to enhance the economy’s potential for rapid and inclusive growth toward the AmBisyon,” Balisacan stated.

Despite the challenges posed by the COVID-19 pandemic, most regions in the country have recorded economic growth rates exceeding 6%, with major economic hubs posting over 7% growth between 2021 and 2023. Balisacan highlighted that the government's strategies aim to sustain this momentum through the Philippine Development Plan 2023-2028, which focuses on overcoming key constraints to development.

“Building critical supporting infrastructure is a prerequisite to achieving sustainable and inclusive development,” Balisacan said, adding that these efforts will bridge the gap between the country's leading and lagging regions. By enhancing transportation networks and other key infrastructure, the government hopes to foster economic growth that benefits all areas, not just the capital.

In addition to infrastructure, the government is placing a strong emphasis on promoting human and social development. Balisacan noted that creating livable communities is essential, with access to food, healthcare, education, social protection, and employment opportunities as top priorities. The administration is also mobilizing resources, in partnership with the private sector, to address the pressing need for affordable housing while ensuring community safety from crime and natural disasters.

Balisacan further stressed the importance of building resilient communities that can withstand environmental hazards and climate change. “Local government units’ disaster preparedness will be strengthened, helping communities identify priority interventions. Science-based approaches to land management and restoring degraded ecosystems will be employed to ensure that their capacity to support communities is sustained,” he explained.

As the government moves towards a low-carbon economy, Balisacan assured that this transition will be balanced with the country’s development needs. He emphasized the need for collaboration with the private sector in carrying out the country’s infrastructure program, particularly in expanding growth hubs outside Metro Manila. “Our goal is to create new growth hubs and economic centers beyond the capital region so that economic opportunities are more evenly distributed across the country,” Balisacan said, while also stressing the importance of making urban centers more functional and resilient amid challenges like urbanization and natural disasters.

With these strategies, the government remains focused on achieving inclusive and sustainable growth, creating a future where all Filipinos can enjoy a higher quality of life.
