The Upper East in Bacolod gains PEZA status

A 34-hectare township in Bacolod City, developed by Megaworld Corporation, has officially been declared an Information Technology (IT) Park by the Philippine Economic Zone Authority (PEZA), paving the way for increased investment and job creation in the Visayas region.

Through Presidential Proclamation No. 919, signed by President Ferdinand Marcos Jr., the township—known as The Upper East—is now recognized as a PEZA-registered ecozone. It is the first of its kind in Bacolod, strategically positioned to attract IT-BPM locators, particularly as regional hubs grow in demand.

PEZA Director General Tereso Panga confirmed that at least five BPO firms have committed to begin operations soon, with projections of over %u20B11 billion in investments and 2,500 new jobs generated in the first phase alone.

Two office towers within the estate have already been completed, and local government units have expressed optimism about the spillover benefits of the development—especially in employment, infrastructure, and small business activity.

The Upper East adds to Megaworld’s growing roster of mixed-use estates across the country and strengthens Bacolod’s profile as a rising innovation and investment hub in the Visayas.
