The Luisita Interchange in Tarlac City is set to undergo expansion to improve connectivity to the Subic-Clark-Tarlac Expressway (SCTEX), according to the Bases Conversion and Development Authority (BCDA).
The project, being implemented in coordination with public and private sector partners, is expected to enhance regional mobility, reduce traffic congestion, and help stimulate investment in Central Luzon.
The initiative will connect the existing Luisita Access Road to the 94-kilometer SCTEX via a newly constructed ramp system that will accommodate northbound motorists. Currently, the interchange only provides southbound access, limiting its utility for those traveling from or to northern Luzon.
BCDA president and chief executive officer Joshua Bingcang, who recently visited the site along with local officials, described the expansion as a “vital step” in realizing the economic potential of Tarlac and the surrounding provinces.
“The Luisita Interchange Expansion is a vital step toward unlocking Tarlac’s full economic potential. By improving access to key industrial zones and emerging townships, we’re not just easing travel, we’re enabling greater investment, job creation, and inclusive growth in Central Luzon,” Bingcang said.
The expanded interchange is anticipated to alleviate bottlenecks on MacArthur Highway and nearby road networks, particularly during peak hours. It is also expected to enhance travel efficiency for logistics, commuting workers, and local residents.
No project timeline has been released yet, but stakeholders are reportedly in advanced planning stages for right-of-way acquisition and detailed engineering design. The project is part of broader efforts to support infrastructure improvements aligned with the “Build Better More” agenda of the Marcos administration.
Once completed, the expanded interchange is expected to improve access to key economic hubs in Clark, Subic, and Metro Manila, while supporting development within New Clark City and the greater Tarlac region.
