The Department of Public Works and Highways (DPWH) has completed the Barren River Flood Control project in Barangay Malama, Conner, Apayao—delivering vital infrastructure aimed at mitigating the impact of recurring floods in the region.
In a report submitted to DPWH Secretary Manuel M. Bonoan, Regional Director Khadaffy D. Tanggol of the Cordillera Administrative Region (CAR) said the project included the construction of concrete revetments, gabion spur dikes, and sheet piles. These structures form part of a broader flood mitigation strategy designed to protect farmlands, homes, and key infrastructure from the destructive overflow of the Barren River.
“The completion of this project was necessary due to the recurring floods brought by the Barren River, which often overflowed and caused destruction to farmlands, homes, and infrastructure in Malama,” Director Tanggol said.
The P98-million project, implemented by the Apayao First District Engineering Office and funded under the 2024 General Appropriations Act, is expected to enhance community safety in one of the province’s most flood-prone areas.
The initiative aligns with President Ferdinand R. Marcos Jr.'s Bagong Pilipinas vision for a resilient and sustainable infrastructure agenda. By investing in climate-adaptive infrastructure, the administration aims to bolster disaster preparedness and long-term development across vulnerable regions in the country.
Officials said the flood control project not only addresses environmental risks but also contributes to the protection of livelihoods in Malama, where agriculture is a major economic driver. The improved flood defenses are anticipated to benefit hundreds of residents who face seasonal flooding during heavy rains.
