Korean agency partners with BCDA for New Clark City development

The Bases Conversion and Development Authority (BCDA) has signed a memorandum of understanding (MOU) with South Korea's National Agency for Administrative City Construction (NAACC) to explore collaborative opportunities for the development of the 9,450-hectare New Clark City in Capas, Tarlac.

Signed by NAACC Administrator Dr. Hyeong Ryeol Kim and BCDA President and CEO Engr. Joshua M. Bingcang, the agreement aims to foster knowledge-sharing on urban planning, smart cities development, green energy, and smart administrative systems. The MOU, finalized in Seoul, Korea, positions South Korea as a key partner in transforming New Clark City into a dynamic government hub.

“With Korea as a global leader in smart administrative capitals, we are fortunate to have NAACC's expertise as we work to make New Clark City the Philippines’ alternative national government center," said Bingcang. He highlighted Sejong City, Korea’s administrative capital, as a model for New Clark City’s future.

Both the Philippines and South Korea have built satellite government centers outside their capital cities to ease congestion and support regional development. NAACC has been building Sejong since 2007, and it now hosts 40 central administrative agencies and 15 national research institutes.

BCDA is pursuing similar goals for New Clark City, aiming to house key government offices and infrastructure, such as the headquarters of the Philippine Space Agency and facilities for the Bangko Sentral ng Pilipinas, among others. This collaboration marks a significant step in positioning New Clark City as a premier smart city and government hub in the Philippines.
