BCDA breaks ground on affordable housing project in New Clark City

The Bases Conversion and Development Authority (BCDA) on Thursday marked the groundbreaking of a new affordable housing project in New Clark City, part of the Marcos administration’s flagship Pambansang Pabahay Para sa Pilipino (4PH) program.

The initial phase of the development will deliver 840 residential units, forming part of a 5.84-hectare masterplanned community that is expected to eventually host over 3,400 homes. Designed to cater to low- and middle-income families, the project includes mid-rise buildings and integrated community amenities.

The BCDA partnered with the Department of Human Settlements and Urban Development (DHSUD), along with the consortium of Sta. Clara International Corporation and South Korea’s Saekyung Unitless Co., to implement the housing initiative.

“This groundbreaking ceremony marks the first step toward the change needed to bring the Filipino dream to life,” said BCDA chairperson Larry Paredes. “We are building hope and empowering Filipinos.”

The project aims to contribute to President Ferdinand R. Marcos Jr.’s goal of delivering one million housing units annually nationwide. It also supports the BCDA’s long-term mandate of building inclusive, smart cities that offer social and economic value.

The housing complex will feature open green spaces, recreational and retail areas, stormwater drainage systems, and fire protection infrastructure. It is also being positioned as a potential residential area for uniformed personnel.

“This housing project is a testament to the bold vision of President Marcos Jr., brought to life through 4PH,” said BCDA President and CEO Joshua Bingcang.

DHSUD Undersecretary for Freeport Economic Zones Emmanuel Pineda echoed this sentiment, emphasizing the administration’s push for dignified and accessible housing.

“This is a real and tangible step forward in our collective pursuit of a new Philippines — Bagong Pilipinas — where housing is a right, not a privilege,” Pineda said.

Vertical construction is expected to begin by the end of 2025. The BCDA noted that local workers from Capas and nearby towns would be prioritized for employment during the construction phase. The first batch of housing units is targeted for turnover within two years.
