LRA, DHSUD explore shorter land titling, housing permit processes

The Land Registration Authority (LRA) and the Department of Human Settlements and Urban Development (DHSUD) are exploring potential reforms to streamline land titling and housing-related permit processes, as part of efforts to support the government’s flagship shelter program.

LRA Administrator Gerardo Panga Sirios recently paid a courtesy visit to DHSUD Secretary Jose Ramon Aliling to discuss possible inter-agency coordination. The meeting focused on how both agencies can work together to accelerate the processing of land titles and permits critical to housing development.

According to a statement from the DHSUD, the discussions align with President Ferdinand Marcos Jr.’s directive under the Expanded Pambansang Pabahay para sa Pilipino (4PH) program, which aims to address the country’s housing backlog by delivering at least one million housing units annually until 2028.

Both officials expressed a shared commitment to removing bureaucratic bottlenecks that often delay housing construction and homeownership. By coordinating early in the land registration and development approval process, the agencies aim to reduce turnaround times and increase transparency.

The collaboration is expected to enhance digital integration and procedural simplification, in line with ongoing government-wide digital transformation and anti-red tape initiatives.

Further technical working group meetings between the two agencies are expected in the coming months to formalize areas of cooperation and explore systems-level solutions to speed up land and housing services.
