Barely three days after the announcement of a key policy shift under the Pambansang Pabahay para sa Pilipino (4PH) Program, one of the country’s leading producers of socialized housing has formally committed to deliver over 35,000 housing units in support of President Ferdinand R. Marcos Jr.’s flagship housing initiative.
In a letter addressed to newly appointed Department of Human Settlements and Urban Development (DHSUD) Secretary Jose Ramon P. Aliling, Raemulan Lands Inc. (RLI) Chief Executive Officer Eileen Uy Doyle expressed the company’s full backing for the 4PH program and its expansion to include horizontal developments.
“Your announcement last May 27, 2025 to include and prioritize horizontal developments as part of the 4PH Program has bolstered our commitment to continue with our company’s mission,” Doyle stated. “We have already laid out our housing road map to be included in the government’s 4PH Program for the years 2025 to 2026, totaling 35,656 housing units.”
Construction is already underway for a number of the committed units, which are located across five provinces: Pampanga, Bulacan, Cavite, Laguna, and Rizal. The pledge from RLI comes as a major boost to the government’s efforts to address the country’s housing backlog and expand the reach of affordable shelter nationwide.
RLI has been a consistent top performer in the socialized housing segment, earning recognition from Pag-IBIG Fund as the Top Developer in the country from 2020 to 2022. The company also posted the highest number of socialized housing units taken out nationwide between 2022 and 2024 and led the National Capital Region in 2024.
Secretary Aliling welcomed the commitment, describing it as a “huge boost” to the 4PH program and a clear sign that the inclusion of subdivision-type developments is a step in the right direction.
“This is a clear indication that the expansion of 4PH to horizontal developments is on the right track to rally more private partners to join the President’s program,” he said.
“With more partners expected to come in, we can produce more housing units faster,” Aliling added.
Under the leadership of Secretary Aliling, DHSUD has expanded the implementation of the 4PH to accommodate horizontal or subdivision-like developments, a shift from the previous focus on vertical housing projects.
“We need to be more inclusive,” he said. “We hear the clamor of LGUs and other partners for horizontal developments so that they can be more affordable.”
During his assumption speech, Aliling laid out an eight-point agenda, which includes improvements and expansion of the 4PH program to address the housing needs of low-income Filipino families nationwide.
