Energy chief’s new role at DENR seen to boost RE push

The recent appointment of former Energy Secretary Raphael P.M. Lotilla as the new head of the Department of Environment and Natural Resources (DENR) has been met with cautious optimism by industry analysts, who see the shift as potentially beneficial to both the environmental and energy sectors.

Executive Secretary Lucas Bersamin confirmed on Friday, May 23, that Lotilla will succeed Maria Antonia Yulo-Loyzaga, bringing with him a strong track record in energy reform and renewable development. The leadership change follows President Ferdinand Marcos Jr.’s request for courtesy resignations from all Cabinet members, a move seen as part of a broader recalibration of the administration’s governance approach.

With Lotilla stepping into his new role, Energy Undersecretary Sharon S. Garin will serve as officer-in-charge at the Department of Energy (DOE). Garin has been a vocal advocate for nuclear energy and offshore wind development, and is expected to maintain continuity in the department’s key initiatives.

Analysts believe Lotilla’s experience in the energy sector could streamline processes that intersect with environmental regulation. Chinabank Capital Corp. Managing Director Juan Paolo Colet noted that Lotilla’s leadership at DENR may improve the pace of permitting for energy projects, especially those involving renewables.

Rizal Commercial Banking Corp. Chief Economist Michael Ricafort also highlighted the possible synergy between Lotilla’s environmental stewardship and energy sector demands. He said the change could help fast-track environmental approvals for energy infrastructure, particularly for renewable energy ventures, which are key to enhancing power security and affordability.

The DOE has yet to release an official statement on the reshuffle, and no permanent replacement has been named for Lotilla. Still, observers say the transition reflects the administration’s effort to adopt a more integrated and strategic approach to national development, especially as it seeks to balance environmental protection with energy and investment goals.
