Lawmakers push to boost tourism, heritage protection in Abra

A proposed measure in Congress seeks to designate Abra as a Tourism and Cultural Heritage Area, recognizing its rich natural attractions and centuries-old traditions.

Under House Bill 3120, filed by Abra Representative JB Bernos, the province would be declared a priority tourism development area with a comprehensive framework to ensure sustainable, inclusive, and culturally rooted tourism growth.

The measure institutionalizes flagship cultural events, including the Kawayan Festival, which celebrates Abra’s role as a leading bamboo-producing province. It also mandates the creation of a 10-year Abra Tourism Development Framework to identify tourism zones, establish ecotourism guidelines, strengthen heritage conservation, and safeguard community well-being.

A cultural mapping project is also envisioned to catalog sites, practices, and artifacts of historical significance, supporting the preservation of Abra’s cultural identity.

Home to iconic attractions such as Kaparkan Falls, the Baroque-style Saint Catherine of Alexandria Parish Church, and Tangadan Tunnel, Abra also showcases the vibrant traditions of the Tingguian people, including weaving and bamboo crafts.

“Abra is blessed not only with various natural wonders, but also with a rich culture and heritage that can still be witnessed in its communities to this day,” Bernos said. He added that a special designation would help further protect the province’s natural resources and cultural assets.

If passed, the bill is expected to enhance Abra’s tourism potential, generate livelihood opportunities, and cement its status as a key cultural hub in Northern Luzon.
