PEZA launches SuRGE framework to advance sustainable export growth

The Philippine Economic Zone Authority (PEZA) formally launched its Sustainability Reporting Guide for Exporters (SuRGE) on May 13, 2025, marking a major step toward aligning the country’s export-driven industries with global environmental and governance standards.

Developed in partnership with the Global Reporting Initiative (GRI) and supported by the Swiss government through SECO, the SuRGE framework is designed to help non-listed companies operating within economic zones integrate sustainability into their business operations and reporting.

“In line with the government’s vision of a greener economy, SuRGE reinforces our push for a smarter and more sustainable investment environment,” said PEZA Director General Tereso O. Panga during the launch.

The initiative stems from a 2022 memorandum of understanding between PEZA and GRI, and has since undergone three years of consultation and development with the help of academic and industry partners, including AnimoLabs and various registered business enterprises (RBEs).

The launch ceremony was attended by senior officials from PEZA, GRI, the Swiss Embassy, and partner institutions, highlighting the broad support for this pioneering sustainability initiative.

Voluntary and Phased Rollout

PEZA said the SuRGE framework will initially be implemented in a pilot phase (2025–2026) with 20 to 50 top-exporting manufacturing RBEs, particularly those with markets in the US and EU. The pilot will test a “comply or explain” approach, where firms can voluntarily submit sustainability reports or explain non-compliance. This stage will also include training sessions and capacity-building workshops.

From 2026 to 2027, SuRGE will be scaled up and adjusted based on pilot feedback, with expanded coverage to include more RBEs and potentially other sectors beyond manufacturing.

The framework supports the voluntary use of GRI standards, which will allow PEZA locators to align with the UN Sustainable Development Goals (SDGs), Environmental, Social, and Governance (ESG) benchmarks, and broader inclusivity and diversity frameworks.

Strategic Partnerships and Future Plans

PEZA has enlisted Engr. Richard Michael Dimagiba, supported by former DTI Undersecretary Ed Sunico, as consultants to help institutionalize ESG practices. Under their guidance, PEZA will create a Sustainability Framework, organize the 2026 PEZA Sustainability Awards, and deliver ESG-related training via the PEZA Academy.

DG Panga said the initiative reflects PEZA’s commitment to driving inclusive, sustainable development without compromising environmental integrity.

“We want to be an example to the world that industrial growth can coexist with environmental stewardship. With shifting global demands, sustainability is no longer optional—it’s a necessity for long-term resilience,” he emphasized.

The SuRGE rollout is seen as a major step forward in embedding sustainability in Philippine ecozones, aligning national development goals with global standards, and enhancing the country’s competitiveness in international markets.
