Department of Human Settlements and Urban Development (DHSUD) Secretary Jose Ramon P. Aliling vowed to immediately strengthen regulatory functions on real estate developers and practitioners and homeowners associations.
According to Secretary Aliling, while the agency implements President Ferdinand R. Marcos Jr.’s Pambansang Pabahay para sa Pilipino (4PH) Program, DHSUD must put equal effort on its regulatory functions to have a greater impact to the housing sector.
“Seryoso po tayo dito. Ang naging problema po ng DHSUD nitong nakaraang tatlong taon naka focus lang tayo sa 4PH. Ang DHSUD ay isang regulatory body, pinagsisilbihan natin ang mga unit buyers, mga developers at other stakeholders,” said Secretary Aliling, who is a well-respected civil engineer in the construction industry.
“So, hahabulin natin itong mga bagay na ito at bibigyan natin ng angkop na pansin,” he added.
Under Republic Act No. 11201, DHSUD is mandated to act as the primary national government entity responsible for the management of housing, human settlements and urban development.
On real estate projects, DHSUD’s function includes the formulation, promulgation, and enforcement of rules, standards and guidelines over subdivisions, condominiums and similar real estate developments, including the imposition of fines and other administrative sanctions.
The agency also takes the lead on the registration, regulation and supervision of homeowners’ associations, including the conciliation of various concerns, pursuant to related laws.
Functions on land use planning and monitoring, including the crafting of sanctions and penalties for noncompliance by local government units will fail to follow the planning guidelines and implement their Comprehensive Land Use Plans (CLUP) and zoning ordinances also fall under the Department’s mandate.
On Monday, Secretary Aliling announced that under his leadership, DHSUD will push for streamlined, transparent and digitalized process to ensure proper delivery of programs and services to its stakeholders.
“Itong natitirang tatlong taon ni President BBM, titignan natin lahat yan, wala tayong iiwan at yung obligasyon natin bilang Departamento. Based sa charter natin, gagampanan natin,” Secretary Aliling emphasized.
