4PH is the Current Administration’s Flagship Program

President Ferdinand Marcos Jr. last July 17, 2023, signed Executive Order (EO) 34, which declared the 4PH as his administration’s flagship program to guarantee the success of the affordable housing initiative, according to the report of the Philippine News Agency (PNA).

The lead implementing agency of the 4PH is assigned to the Department of Human Settlements and Urban Development (DHSUD). The agency must identify and develop land to be used for housing and new settlements.

“Subject to limitations under applicable laws, rules, and regulations, the DHSUD shall acquire ownership and/or administration of the identified lands of concerned agencies, for housing and human settlement purposes, and shall carry out the immediate development of the aforementioned lands,” the EO 34 noted.

During his second State of the Nation Address last July 24, 2023, President Marcos Jr. vowed to expand the flagship program to further alleviate the country’s housing backlog.

“Nagkaroon na tayo ng groundbreaking sa dalawampu’t limang lugar sa iba’t ibang bahagi ng bansa. Nagpirmahan na rin ng mga kasunduan upang simulan ang mga proyekto sa mahigit isandaang lokasyon. Kung susumahin natin ito, mahigit isang milyong kabahayan ang maiaalay natin sa ating mga kababayan sa buong bansa,” he said.

(25 areas in different locations of the Philippines have already broken ground. We have also signed agreements to start these projects in more than 100 locations. If we sum these all up, we will be offering more than a million housing units to our countrymen across the country.)

Learn From Real Estate Leaders at the Affordable Housing Summit

“The global discourse on economic recovery often hinges on tech, tourism, and trade. Yet, one of the most impactful and tangible drivers remains rooted in the basic need of shelter: affordable housing.

Affordable housing does more than provide a roof over one's head. It stimulates a cascade of economic activities. From job creation in construction and real estate sectors to the support of local businesses that cater to new residents, the ripple effect is undeniable. Further, a population that is securely housed has more disposable income, drives demand in consumer markets, and contributes more robustly to the nation's GDP.

As we champion affordable housing, we're not merely addressing a social concern. We're investing in an economic engine that has the potential to uplift entire communities, bolster related industries, and ensure a more stable, prosperous future for the Philippines.

Every brick laid in the name of affordability is a step toward a stronger economic foundation for our nation. This summit is a reflection of our commitment to addressing challenges and capitalizing on opportunities in the realm of affordable housing” said National President of OSHDP, Gino Olivares.

OSHDP’s Affordable Housing Summit serves as a platform for meaningful conversations, addressing pressing issues, and exploring groundbreaking solutions that profoundly impact the dynamic realm of the housing sector.

As the leading national organization of mass housing developers in the Philippines, OSHDP’s mission is to nurture the growth of Filipinos by ensuring access to dignified, decent, and ffordable housing. By elevating living standards and empowering the lives of every Juan, OSHDP cultivates a more just and inclusive society.

Join the two-day summit in Boracay to experience an expanded lineup of sessions, activities, and networking opportunities meant to help address problems, identify solutions, and find the best ways of making housing affordable and accessible for every Juan.
