Business group backs swift passage of open access data bill

The Philippine Chamber of Commerce and Industry (PCCI) has expressed strong support for the immediate passage of the Open Access in Data Transmission Act, also known as the “Konektadong Pinoy” bill, calling it a key measure to modernize the country’s digital infrastructure.

In a statement released this week, the country’s largest business organization said the proposed law will enable faster, more reliable, and more affordable internet access by removing outdated legal and regulatory obstacles in the telecommunications sector.

“We commend the Konektadong Pinoy Bill for streamlining processes and eliminating barriers that have long hindered the entry of new players into the internet service market,” said PCCI President Enunina Mangio.

The chamber believes that increased competition and participation from qualified information and communications technology (ICT) providers will spur investments in infrastructure and expand access in underserved areas, helping address persistent challenges with slow and costly internet services.

While supporting the bill’s provisions, including the removal of the legislative franchise requirement for data transmission providers, the PCCI emphasized the importance of maintaining a strong regulatory framework.

“Open access must not come at the cost of our national security or the integrity of our critical digital infrastructure,” the statement read.

The group also urged that the law’s implementing rules and regulations (IRR) be drafted with transparency and foresight. It called for the National Telecommunications Commission (NTC) to be fully empowered to oversee enforcement and ensure service providers adhere to high standards.

The bill, if enacted, is expected to play a key role in the country’s broader push for digital transformation and economic competitiveness.
